Release prep for release-os-4.12.13

Point corda at software2 and set version 4.14.3-1

Same approach as the 4.12.12-1 and 4.13.4-1 incident rebuilds: Artifactory
host, Jenkins credential id, entdocker registry and version constants only.
Also strips the rebuild qualifier from corda_docs_link, since no docs are
published under 4.14.3-1 and CordaErrorContextProviderTest asserts the URL
matches the release version up to the first hyphen.

Same approach as the 4.12.12-1 incident rebuild: Artifactory host, Jenkins
credential id, entdocker registry and version constants only. Also strips the
rebuild qualifier from corda_docs_link, since no docs are published under
4.13.4-1 and CordaErrorContextProviderTest asserts the URL matches the release
version up to the first hyphen.

Keep docs link on the released docs version for the rebuild

baseVersion is now 4.12.12-1, which flowed into the Corda-Docs-Link
manifest attribute and hence the error-codes URL. No docs are published
under 4.12.12-1, and CordaErrorContextProviderTest asserts the URL
matches the release version stripped at the first hyphen. Strip the
rebuild qualifier so the link points at the 4.12.12 docs that exist.
No effect on RC builds, where baseVersion carries no hyphen.
