Startup pages can't be edited/removed #58846

Description

List of On startup URLs that contain long links make the vertical ellipsis unreachable.

Steps to reproduce

1. Open Settings
2. Select Open a page or specific set of pages
3. Click on Add a new page
4. Add a very long link
5. Repeat Steps 3 & 4 until the scroll bar for the list is visible
6. Scroll the container

Actual result

Vertical ellipsis is not visible and links can't be edited or removed.

Expected result

Vertical ellipsis should be present so links can be edited/removed.
