The provider requirement change test asserts that no traffic reaches the replacement provider. Start a dedicated server with `MockServer::builder().start()` and include unexpected request methods and URL paths in assertion failures. GitOrigin-RevId: 4020c43c0ec0472fe54d4003bff120349ddd5597
