Exclude auto-shred when relaunching browser via interstitial pages / dialogs #56822

Description

Implement exceptions for auto-shred (app close) when relaunching browser via interstitial dialogs or brave internal pages (brave://flags)

Steps to reproduce

Test Scenario

1. Start with 1.92
2. Set global Auto-Shred to App Close
3. Open some webpages (optional)
4. Load open.spotify.com in new tab
5. Try to play a song, you will be prompted with Allow protected content dialog
6. Tap on `Allow(Relaunch Now)
