fix(ci): upgrade poetry 1.4.2 -> 2.2.1 and add package-mode = false (#1365)
All submodule lock files are already in Poetry 2.x format (lock-version 2.0/2.1) but CI was installing poetry==1.4.2, causing repeated compatibility warnings. - Pin poetry==2.2.1 in both Qt and Tauri build steps in release.yml (2.2.1 is the latest that supports Python >=3.9; 2.3.x needs >=3.10) - Add package-mode = false to root pyproject.toml for Poetry 2.x compatibility (the root aggregator has no packages to publish) Supersedes #1328 which had stale submodule/workflow history from June.
