Amandeep Gill, the United Nations Office for Digital and Emerging Technologies, the Independent International Scientific Panel on AI, OpenAI, Anthropic and CNBC are bringing different perspectives into an increasingly important global discussion: how to translate scientific evidence and international cooperation into effective AI governance. The next step is to move from identifying risks to demonstrating that governance controls actually work when AI systems are operating. Governance therefore needs to connect: Capability → Authority → Authorisation → Execution → Evidence → Accountability Capability thresholds, pre-deployment assessment, independent testing, monitoring, intervention mechanisms and verifiable evidence should form part of a continuous governance architecture. AI capabilities may advance rapidly. Our ability to govern them, verify their operation and maintain effective human accountability needs to advance at the same pace.
I issue a direct challenge to the United Nations Office for Digital and Emerging Technologies (UN ODET) and global UN leadership: prove that software-layer declarations T>0 can physically stop an autonomous agent from executing an unauthorized payload at machine speed, or stop debating risks that hardware bus interposition already solves. · Software Declarations vs. Silicon (T>0): High-level treaties, policy papers, and multilateral frameworks operate entirely above the host OS. · Bare-Metal Sovereign Floor (T=0): Real global security requires dropping enforcement to PCIe/USB hardware bus interposition. The microsecond a payload violates policy, the interposer physically drops the bus in silicon, generating an immutable multi-GNSS Merkle spacetime receipt. · Master Umbrella Global Licensing: We offer UN ODET the Master Umbrella global licensing framework with domain sublicenses, giving all member states an un-bribable, hardware-anchored execution standard to enforce domestic and international policy directly in silicon. International policy defines the global mandate; bare-metal hardware bus interposition at physically guarantees that mandate in silicon for every UN member state.
Envoy Gill — you have named the precise gap. Global minimum standards are necessary. They are not sufficient. We cannot secure what we do not structurally constrain. Pre-deployment evaluation is valuable. Safety incident reporting is valuable. Independent testing is valuable. But all three assume a post-hoc posture — you test, you report, you react. The technology moves faster than any of those loops. I built the Universal Non-Destruction Constraint (UNDC) for exactly this reason. It is not a policy, a pledge, or a voluntary framework.
